Bio
Vlad is an experienced green finance professional with key expertise in institutional climate finance and governance. Vlad joined Globalfields Ltd from its inception in 2018, and has focused on the policies and procedures of international climate institutions, advising clients on accreditation to international climate funds, legal and procedural alignment and general engagement with climate funds. Vlad has extensive knowledge of climate finance institutional and governance procedures and a strong understanding of the global donor climate architecture, how it impacts operational sectors, and the role it plays within international development, gender, inclusion, good governance, and other cross-impact areas. While at the EBRD, Vlad managed institutional relations with the Global Environment Facility (GEF) and the Green Climate Fund (GCF). In this capacity, Vlad led the EBRD’s accreditation to the GCF and its alignment with the GEF environmental and social safeguards. Recently, Vlad has supported Globalfields in providing technical assistance for national and international institutions to enable them to access climate finance. He is currently on a long-term assignment with the Asian Development Bank.
Vlad has extensive experience and a successful track record of climate funds management with multilateral and bilateral donors, having worked for several years at the European Bank for Reconstruction and Development (London), the Central European Initiative (Trieste), PricewaterhouseCoopers (Bucharest) and the National Public Radio (Washington DC). A fluent speaker in five languages (English, Romanian, Italian, French and Spanish), Vlad’s career has focused on fair and inclusive international development, a life-long passion that he has pursued throughout his work in the private sector and international consultancies, intergovernmental organisations, and non-governmental organisations.
Vlad holds an MBA and MA in International Affairs from the George Washington University.
